GIT3.7.0.1 P3DV4 64BIT not responding after P3D exits

When I exit P3D (with GIT still running), GIT will not shutdown (Not Responding). If I end task ... GIT no longer shows in Task Manager, however, if I try to run GIT again I get a message "An instance of the GoFlight Interface Tool is already running!" ... problem is, it isn't actually running unless it's a hidden resource not showing up in Task Manager?
Thoughts?

It's happened before (prior to this update) but not on a consistent basis. Now it's happening every time, no exceptions and doesn't matter which aircraft I'm using. Otherwise GIT is working great, no issues during flight, nor programming it to work with my aircraft, issue is ONLY on exit of P3D.
Nothing being reported in the Event Viewer and I don't see anything odd in SimConnect logs when I enabled them for output. Other add-ons I'm using that I know are heavy SimConnect usage:
ChasePlane V1.44
UTLive 1.2
FSUIPC 5.152e3 (with NGXu support)
SimServer 5.7.0.0 (with NGXu support)
GoFlight v2.28.0
GIT is installed in the same folder as GoFlight. And GoFlight is installed in "D:\GoFlight"
Issue is only AFTER I exit P3D (confirmed via TaskMgr that P3D and it's other components are terminated) and then click on the X in GIT to close it ... to be noted GIT lights are still all "green" which is odd since I confirmed P3D is not running.

This time around I loaded P3D first (with all my add-ons, wait a few minutes) and then loaded GIT. GIT would NOT connect at all ... just Red, Yellow, Red. Since I'm still logging to SimConnect.log file I checked for "error", "warning" and "exception" keywords and didn't find any issues. What's odd is it looks like GIT IS connecting but the GIT interface is NOT accurately reflecting the connection?

Is {131, 1] ... is 131 the ProcessID or ClientID?
So I'm stumped at this point.

I uninstalled and re-installed GIT ... this time NOT in the same folder as GoFlight.
GIT Logs
FSUIPC: Connection Failed: No connection could be made because the target machine actively refused it 127.0.0.1:8385
followed by
SimConnect: Exception Received: OUT_OF_BOUNDS
I'll research this, but if you have any ideas, please do share.

Make sure GoFlight Interface Tool P3Dv4 64bit.exe is NOT set to "Run As Administrator". I still get the error message above, but they don't seem to have any impact on usage. So when I exit P3D, I can now shutdown GIT without issue.

I've seen this type of issue before, especially when it come to network port usage and SimConnect. VA Interface product (FMC/CDU remote iPad/Table for PMDG/QW etc.) had a similar issue where it would work if set to NOT "Run as Administrator", but was "flakey" if it was set to "Run as Administrator". However, similar SimServer product has no issues. One thought was the perhaps coding signing certificate issue expiring or not from a CA would cause Win 10 be more vigilant with executables ... but I haven't checked.
I did check my system sfc /scannow and NO issues reported. I'm running Windows Defender but I do have exceptions setup and my Firewall local access it setup to allow ports used by SimConnect.
If you like, I can make you a video showing you it working and not working (again only on "shutdown") with and without "Run as Administrator" ... just let me know.
